San Marino is a very bureaucratic City and hard to get a permit to work, Kevin shared a review at

"I am a gardener who was offered a once a month job in the city of San Marino. I heard stories of gardeners getting arrested in San Marino for not having a business license. So I tried to do the right thing and get one. My job was to plant some flats of annual flowers my client purchased at a nursery. So I called the city hall. They told me I have to go to a leaf blowers seminar. I don't use a blower though I own one it's still in the box for most jobs I use a good old broom. I explained that I was just to plant some flowers I was then told I have a contractors lic. to do that. So I did some research and I was told it cost about 1,100 to get one of those. Why is it so hard to do the right thing in san Marino. I'll tell you- GREED the city and its people want to make the rich richer and the poor poorer. This is a bureaucratic city of snobs and I'm going to do all I can let people know not to support it I use to buy a lot of things off of Huntington but I won't let another dime go to there revenue."
